I would guess this is a broke Korean international student. Though they wouldn't add it to shin ramen, that was eaten by itself, they would take the base noodles from normal packages and then make their own shit with it. Add in the fact that Koreans like cheese on random shit and that even many Europeans don't understand that Americans don't usually eat kraft singles and you start to understand why this monstrosity exists
