well i really don\t know how to lift the limits for a set of people.
Perhaps.. if i enable user registration, the limits for registered users are gone... I'll have to check.
And the protection is here so that spambots or abusers won't try to report everything on sight.

IP and/or MAC based whitelist.
Whitelisted reporters don't have the hourly cooldown.
Possibly enforce a need to have at least [arbitrary number] genuine/irrelevant ratio for reports.

Whatever you do, don't announce it and don't make it something easily detectable/exploitable like cookies.
