If you can't verbally get someone to comply, what do you do? They could threaten her? Imagine if they tried to take her phone. That would probably result in a physical altercation. They pick her up in her desk? She'd probably kick and swing, plus that should be completely unnecessary.
What should've been done is 2 men should've grabbed her by her wrists and pulled her out of the desk. Sure that would probably result in the same way, but they may have had a better handle on the situation. Also, no one was volunteering to restrain her. It's a very delicate situation between ethics and legality. This stupid incident put this guy on national news and cost him his job. Imagine if an administrator touched her while this was going on and she still was slammed to the ground. Fired.
