Should be a little opening at the bottom. Unscrew that and apply lighter fluid to the cotton.

Pull it out of its case, open the bottom. It's filled with cotton wadding. Soak it was gasoline. Then put it back in the case.
Make sure the flint and wick are in decent condition, or else replace them.
