So the USA led an infantry / commando mission against ISIS, achieved the goal and even took a casualty in the process.

Are the USA getting serious about declaring war on ISIS / Syria, or is it just another piece of political posturing?

Declare war on Syria and you'll have to deal with Iran, Hizbolla and the Russians.
GIven the US military's performance against 3rd world countries over the last 50 or so years you might want to avoid this scenario.
