What surface is the dog on? Is it... cement?
What do pistol rounds shot at a low angle do when they hit cement? Do you know?
They bounce about quite readily.
Who was in the direction that the bullets were heading? Were there humans right there that answered the door, that were right behind and in the door?
A reasonable person does not assume a dog is attacking them if it's heading towards them. Dogs do that constantly, they love meeting new people. It's a trait basically every dog who isn't abused has.
